Boundaries of Political Consulting and Lobbying in the Political Decision-Making Process –
political expert culture in a German-Polish comparison.
Research topic
The research project is a continuation of the project: “’Knowledge is Power’: Boundaries of Political Consulting and Lobbying in the Political Decision-Making Process” funded by the German-Polish Science Foundation grant in 2016-2019.
The research interests of the project are based on the question of the boundaries between political consultancy and lobbying and their practical role in the political decision-making process. In the first part of the project, a multifaceted analysis in a German-Polish comparative perspective was carried out on the structures of political consultancy and the way it functions perceived by politicians as recipients of various types of expertise. Particular attention was paid to the distinction between political consultancy, based on scientific knowledge and lobbying, based on interests, as well as to the criteria of legitimacy and legality of various consultancy processes in political decision-making.
Following the first part of the project which has analysed the perception of Polish and German parliamentarians with the instruments and models developed for this purpose, in the next step the research interest will be extended to the perspective of experts, as the other side of the consultative interaction, in order to identify more precisely the similarities and differences in the perception of political consultancy processes in Poland and Germany.
